The City Manager’s Office works to support the direction of the City Manager and carry out the vision established by the City Council. The Department is comprised of several divisions including Media Relations, Public Records, Human Resources and Risk Management, Legislative Affairs, Economic Development and Emergency Management.

Assistant to the City Manager Thomas Garcia

With over 30 years of experience in government service, I am a seasoned leader specializing in public administration. I previously served as Chief Deputy with the Imperial County Sheriff’s Office and, more recently, as Assistant to the City Manager for the City of Brawley. I hold a Bachelor’s degree from Northern Arizona University and an Associate’s degree from Imperial Valley College.

Throughout my career, I have been dedicated to public service, including my tenure as a Board Trustee for the Imperial County Employees Retirement System and the State Association of County Retirement Systems Board of Directors. I have also attended the FBI National Academy and the Pepperdine School of Pension Management and have earned various leadership certifications.

A proud 30-year resident of the City of Imperial, I am deeply rooted in the community where my spouse and I have raised our children. I am known for my strong leadership abilities, creative problem-solving, and excellent communication skills, all of which have contributed to my success in public service and administration.
