This is a CLOSED SESSION in which the COUNCIL discusses matters in closed as opposed to open session. Only those matters authorized by the Brown Act as permissible CLOSED SESSION subjects will be discussed. They are as follows:

 1.APPROVE RESOLUTION NO. 2019-16, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IMPERIAL, CALIFORNIA, UPDATING THE DEVELOPMENT IMPACT FEE SCHEDULE AND ADOPTING THE JUNE 2018 DEVELOPMENT IMPACT FEE (NEXUS) REPORT.

H. ACTION ITEMS: (DISCUSSION/ACTION – APPROVE-DISAPPROVE)

H-1.SUBJECT:DISCUSSION/DIRECTION: WATER AND SEWER CAPACITY FEES.
 1.REVIEW/ACCEPT REPORT AS PREPARED BY BARTLE WELLS ASSOCIATES AND PROVIDE STAFF WITH DIRECTION FOR IMPLEMENTATION OF NEW CAPACITY FEES.
H-2.SUBJECT:DISCUSSION/ACTION: PORTION OF McCALL DRAIN No. 5 AT THE CROSS ELEMENTARY SCHOOL SITE.
 1.APPROVAL OF MEMORANDUM OF UNDERSTANDING WITH THE IMPERIAL UNIFIED SCHOOL DISTRICT.
 2.APPROVAL OF ABANDONMENT AGREEMENT BETWEEN IMPERIAL IRRIGATION DISTRICT AND CITY OF IMPERIAL.
H-3SUBJECT:DISCUSSION/ACTION: ENGINEERING DESIGN SERVICES FOR THE 2020 OVERLAY IMPROVEMENTS PROJECT AT THE INTERSECTION OF ATEN BOULEVARD AND CLARK ROAD.
 1.AWARD CONTRACT FOR ENGINEERING DESIGN SERVICES TO LC ENGINEERING CONSULTANTS IN THE AMOUNT OF $33,900.00.
H-4.SUBJECT:DISCUSSION/ACTION: WATER TREATMENT PLANT – GAC SYSTEM.
 1.APPROVE PURCHASE OF FILTER MEDIA FOR THE CARBON COLUMNS FROM CALGON CARBON CORPORATION IN THE AMOUNT OF $122,156.00.
H-5.SUBJECT:DISCUSSION/ACTION: MAINTENANCE OF EQUIPMENT-VACTOR TRUCK
 1.APPROVE QUOTE FROM HAAKER EQUIPMENT COMPANY IN THE AMOUNT OF $18,085.38 FOR REPAIRS TO THE VACTOR TRUCK.
H-6.SUBJECT:DISCUSSION/ACTION: WATER TREATMENT PLANT – UPDATE TO SCADA SYSTEM.
 1.APPROVE QUOTE FROM SKM IN THE AMOUNT OF $38,500.00 TO UPDATE SCADA SYSTEM.
H-7.SUBJECT:DISCUSSION/ACTION: PURCHASE OF EQUIPMENT – PUBLIC SERVICES
 1.APPROVAL TO REALLOCATE FUNDS FROM WATER MAINTENANCE AND WASTEWATER MAINTENANCE FOR THE PURCHASE OF EQUIPMENT.
 2.APPROVAL TO PURCHASE 6” DIESEL PUMP FROM XYLEM IN THE AMOUNT OF $64,530.00
H-8.SUBJECT:DISCUSSION/ACTION: EMERGENCY REPAIRS TO SEWER MANHOLES/SINKHOLES AT 15 AND “M” STREETS.
 1.ADOPTION OF RESOLUTION NO. 2019-17, DECLARING AN EMERGENCY AND AUTHORIZING CITY MANAGER TO TAKE SUCH ACTION NECESSARY IN RESPONSE THERETO.
H-9.SUBJECT:DISCUSSION/ACTION: CITY HALL REPAIRS
 1.PROVIDE DIRECTION IN REGARDS TO DEMOLITION AND/OR CONSTRUCTION OF NEW CITY HALL AND POLICE STATION.
