Pursuant to State Law, the City Council may not discuss or take action on issues not on the meeting agenda (Government Code Section 54954.2). If you are compensated to communicate with City officials, you may be required to register and/or make certain disclosures as a lobbyist. Please see the City Clerk for additional information. There is a time limit of three (3) minutes for anyone wishing to address the City Council on these matters.

ADJUSTMENTS TO THE AGENDA: The City Council may amend the order, add urgency items, note abstentions or “no” votes on consent calendar items, and request consent calendar items be removed from the consent calendar for discussion. The City Council may also remove items from the consent calendar before that portion of the agenda. The City Council may address these issues by entertaining a formal motion.

CITY ATTORNEY REPORT ON CLOSED SESSION ACTIONS

PUBLIC COMMENT: Matters not appearing on the agenda: If you wish to address the City Council concerning any item within the City Council’s jurisdiction, please raise your hand and be acknowledged by the Mayor. A. PRESENTATIONS:

A-1.Proclamation for National Human Trafficking Prevention Month.

B. CONSENT AGENDA:

All items appearing under the "Consent Agenda" will be acted upon by the City Council with one motion without discussion. Should any Council member or other person request that any item be considered separately, that item will then be taken up at the time as determined by the Mayor.

B-1.Approval of Claims and Warrants Report.
B-2.Approval of City Council meeting minutes for the Regular Meeting of December 4, 2024.
B-3.Authorize destruction of personnel records from 1948-2016 per record retention policy.

C. PUBLIC HEARING (DISCUSSION/ACTION):

C-1.Authorize the levy of a Special Tax for the Morningstar Subdivision Community Facilities District No. 2024-1.

Recommendation: Approve Ordinance No. 830, ORDINANCE OF THE CITY COUNCIL OF THE CITY OF IMPERIAL ACTING IN ITS CAPACITY AS THE LEGISLATIVE BODY OF THE CITY OF IMPERIAL COMMUNITY FACILITIES DISTRICT NO. 2024-1, COUNTY OF IMPERIAL, STATE OF CALIFORNIA, AUTHORIZING THE LEVY OF A SPECIAL TAX IN SUCH COMMUNITY FACILITIES DISTRICT, waive reading and approve first reading by title. Authorize staff to place on the next agenda for second reading and adoption and prepare an ordinance summary for publication.
 

D. ACTION ITEMS (DISCUSSION/ACTION):

D-1.Authorize the Sunrunner’s Car Club of Imperial Valley to host their 39th Annual Carne Asada Run Car Show at Eager Park and authorize street closures for the event.

Recommendation: Authorize the Sunrunner’s Car Club to host their event at Eager Park on Saturday, March 22, 2025 from 10:00 a.m. to 3:00 p.m. and approve partial street closures at the intersections of G Street and 10th Street, H Street and 10th Street, G Street and 9th Street, and H Street and 9th Street.
 
D-2.Approve a stipend to staff designated as the Cross-Connection Control Program Coordinator.

Recommendation: Adopt Resolution No. 2025-01, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IMPERIAL, CALIFORNIA, PROVIDING A 5% STIPEND FOR THE CROSS-CONNECTION CONTROL PROGRAM COORDINATOR
 
D-3.Authorize the City Manager or designee to appoint the City Engineer in writing.
