PUBLIC COMMENT FOR CLOSED SESSION ITEMS ONLY: The City Council welcomes public input. Members of the public may address the City Council on Closed Session items by contacting the City Clerk's Office at 760-355-3334. Pursuant to State Law, the City Council may not discuss or take action on issues not on the meeting agenda (Government Code Section 54954.2). If you are compensated to communicate with City officials, you may be required to register and/or make certain disclosures as a lobbyist. Please see the City Clerk for additional information. ADJUSTMENTS TO THE AGENDA: The City Council will discuss the order of the agenda, may amend the order, add urgency items, note abstentions or "no" votes on consent calendar items and request consent calendar items be removed from the consent calendar for discussion. The City Council may also remove items from the consent calendar prior to that portion of the agenda. For purposes of the official city record, the City Council may take care of these issues by entertaining a formal motion.

C-1.City enrollment in the Access Perks employee discount program.

Recommended Action: Authorize the City of Imperial to enroll in the Access Perks employee discount program for a one-year term for Fiscal Year 2024-2025.
 
C-2.Discussion of funding and implementation for an Enterprise Resource Planning (ERP) software as a service (SaaS) with Tyler Technologies.

Recommended Action: Item is for discussion only.
 
C-3.Purchase of a new 55’ Reach Haulotte Tow Behind Lift.

Presenter: Tony Lopez, Director of Parks and Recreation
Recommended Action: Approve the purchase of a new 55’ Reach Haulotte Tow Behind Lift in the amount of $57,297.50 for the Parks Maintenance division.

Rule 310 Grant Funding Agreement with the Imperial County Air Pollution Control District (ICAPCD) for the Irving Park Paving Project.

Presenter: Tony Lopez, Director of Parks and Recreation
Recommended Action:

  1. Approve the ICAPCD Rule 310 funding agreement and accept the grant award of $149,625.00 for the Irving Park Paving Project.
  2. Authorize staff to solicit bids for the project.
C-5.Purchase of two (2) tank mixers for the Aten Tank and Shop Tank.

Presenter: David Dale, Director of Public Services
Recommended Action: Approve the purchase two (2) tank mixers in the amount not to exceed $40,542.76 for the Aten Tank and Shop Tank.
 
C-6.Purchase of one (1) HUBER perforated plate screen for the Wastewater Treatment Plant headworks.

Presenter: David Dale, Director of Public Services
Recommended Action: Approve the purchase of one (1) HUBER perforated plate screen for the Water Treatment Plant headworks in the budgeted amount not to exceed $217,623.
 
C-7.MOU between the City of Imperial, County of Imperial and the 45th District Agricultural Association regarding the City’s improvements of the fairground fence along SR86.

Presenter: Othon Mora, Community Development Director
Recommended Action: Approve and authorize staff to execute an MOU between the City, County and the 45th District Agricultural Association regarding the maintenance and ownership of the fence improvements.
 
C-8.Bid Solicitation for the Highway 86 Beautification Phase 1 Project.

Recommended Action: Authorize staff to solicit bids for construction of the Highway 86 Beautification Phase 1 project.
