All documents containing an executive summary and staff recommendation associated with open session action items are available for public inspection on the City’s website, www.imperial.ca.gov, seventy-two (72) hours before the posted meeting time.
Public Comments: Members of the public who wish to speak are encouraged to fill out a Speaker Slip and submit it to the City Clerk before the start of the meeting. Public comments are limited to 3 minutes. Comments may also be submitted by email to CityClerk@imperial.ca.gov one hour before the start of the meeting.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in the meeting, please contact the City Clerk’s Office by calling (760) 355-4373 or emailing CityClerk@imperial.ca.gov. ADJUSTMENTS TO THE AGENDA: The City Council may amend the order, add urgency items, note abstentions or "no" votes on consent calendar items, and request consent calendar items be removed from the consent calendar for discussion. The City Council may also remove items from the consent calendar before that portion of the agenda. The City Council may address these issues by entertaining a formal motion.

CITY ATTORNEY REPORT ON CLOSED SESSION ACTIONS

PUBLIC COMMENT: Matters not appearing on the agenda: If you wish to address the City Council concerning any item within the City Council’s jurisdiction, please raise your hand and be acknowledged by the Mayor. At that time, state your name and address for the record. The Mayor reserves the right to place a time limit of three (3) minutes on each person's presentation.

A. PRESENTATIONS:

A-1.Proclamation presentation for Public Works Week.
A-2.Budget presentation by Victor Manriquez, Administrative Services Director.

B. CONSENT AGENDA:

All items appearing under "Consent Agenda" will be acted upon by the City Council in one motion without discussion. Should any Council member or other person request that any item be considered separately, that item will then be taken up at the time as determined by the Mayor.

B-1.Approval of Warrants Report.
B-2.Approve City Council meeting minutes for the regular meeting of May 7, 2025.
B-3.Approve an agreement with the Imperial Unified School District for one (1) full-time and one (1) part-time school resource officer for fiscal years 2025-2028.
B-4.Award RFP #2025-07 for Labor Compliance Services for the Anthony Redondo Memorial Park Improvements to Labor Compliance Consultants of Southern California.
B-5.Approve Change Order #1 to the Labor Compliance Services agreement for the 7th, 10th, and 14th Street Rehabilitation project (RFP 2024-02, CIP 815).

C. ACTION ITEMS (DISCUSSION/ACTION):

C-1.Award a construction contract for the Anthony Redondo Park Improvement project. (Bid 2025-02, CIP 861).

Presenter: Tony Lopez, Parks and Recreation Director
Recommendation: Award the Anthony Redondo Park Improvement project Bid 2025-02 to Zazueta Contracting in the amount of $396,730.00 and approve a 15% contingency.
 
C-2.

Award a construction contract for the Aten Boulevard Sidewalk Installation Phase 1 Project (Bid No. 2025-05) and adopt Resolution No. 2025-14 declaring Total Industries Inc. a non-responsive bidder.

Recommendation:

  1. Approve and adopt Resolution No. 2025-14, A RESOLUTION DECLARING TOTAL INDUSTRIES INC. A NON-RESPONSIVE BIDDER REGARDING BID NO. 2025-05 ATEN BLVD. SIDEWALK INSTALLATION (PHASE 1) BETWEEN PROGRESS TRAIL & OLD SR-86 CML-5134(031).
  2. Award the contract to Rove Engineering for $154,698.00 and authorize a 20% contingency.
C-3.Authorize staff to record the Notice of Completion for the Aten Blvd Class II Bike Lane project (Bid 2024-02).

Recommendation: Accept the Aten Blvd Class II Bike Lane from Vilore Way to Austin Road Bid 2024-02 as completed and authorize staff to record the Notice of Completion.
 
C-4.Award a services contract for Phase 1 of the EV Charging Station Installation Project.

Presenter: Othon Mora, Community Development Director
Recommendation: Award a services contract to JE Electrical Engineering LLC in the amount of $7,800 for the EV Charging Station Installation Project Phase 1.
