PUBLIC COMMENT FOR CLOSED SESSION ITEMS ONLY: The City Council welcomes public input. Members of the public may address the City Council on Closed Session items by contacting the City Clerk's Office at 760-355-3334. Pursuant to State Law, the City Council may not discuss or take action on issues not on the meeting agenda (Government Code Section 54954.2). If you are compensated to communicate with City officials, you may be required to register and/or make certain disclosures as a lobbyist. Please see the City Clerk for additional information. There is a time limit of three (3) minutes for anyone wishing to address the City Council on these matters.

ADJUSTMENTS TO THE AGENDA: The City Council will discuss the order of the agenda, may amend the order, add urgency items, note abstentions or "no" votes on consent calendar items and request consent calendar items be removed from the consent calendar for discussion. The City Council may also remove items from the consent calendar prior to that portion of the agenda. For purposes of the official city record, the City Council may take care of these issues by entertaining a formal motion.

PUBLIC COMMENT: There is a time limit of three (3) minutes for anyone wishing to address the City Council on these matters.

Matters not appearing on the agenda: If you wish to address the City Council concerning any item within the City Council`s jurisdiction, please raise your hand and be acknowledged by the Mayor. At that time, state your name and address for the record. The Mayor reserves the right to place a time limit of three (3) minutes on each person’s presentation. It is requested that longer presentations be submitted to the City Clerk’s Office in writing 48 hours before the meeting.

B. CONSENT AGENDA:

All items appearing under "Consent Agenda" will be acted upon by the City Council in one motion without discussion. Should any Council member or other person request that any item be considered separately, that item will then be taken up at the time as determined by the Mayor.

B-1.Approval of Claims and Warrants Report
B-2.Approval of City Council minutes for the Regular Meeting of September 18, 2024.
B-3.Approve an annual technical and operational support subscription for the Wastewater Treatment Plant membrane system with Veolia Water Technologies & Solutions.
B-4.Ratify the letter of support for San Diego State University’s proposal for the U.S. Economic Development Administration (EDA) grant.
B-5.Approval of the Certificate of Acceptance to purchase property located at 116 N. Imperial Avenue and authorize the City Manager to execute all purchasing documents.

C. ACTION ITEMS (DISCUSSION/ACTION- APPROVE-DISAPPROVE):

C-1.Purchase of a pre-fabricated kennel facility for the city’s Animal Control Shelter.

Recommended Action: Approve the purchase of a pre-fabricated kennel facility for the Animal Control Shelter.
 
C-2.Approve and accept the 2022-2023 State Citizen’s Option for Public Safety (COPS) allocation funding and adopt Resolution No. 2024-53.

Recommended Action: Accept the 2022-2023 State Citizen’s Option for Public Safety and adopt Resolution No. 2024-53, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IMPERIAL APPROVING THE ACCEPTANCE OF STATE CITIZENS OPTIONS FOR PUBLIC SAFETY (COPS) PROGRAM FUNDING FOR FISCAL YEAR 2022-2023.
 
C-3.Award a construction contract for the Aten Boulevard Rehabilitation project between Vilore Way and old SR-86, Project No. Bid 2024-03.

Presenter: Othon Mora, Community Development Director
Recommended Action: Award a contract for the Aten Boulevard Rehabilitation project Bid. No 2024-03 to Rove Engineering in the amount of $1,878,883.11 and authorize a 15% contingency.
 
C-4.Award a construction contract for the Aten Boulevard Class II Bike Lane project from Vilore Way to Austin Road, Project No. Bid 2024-02.

Presenter: Othon Mora, Community Development Director
Recommended Action: Award contract to Sterndahl Enterprises, LLC in the amount of $678,459.76 and authorize a 10% contingency.
 
C-5.Discuss and adopt the five-year Capital Improvement Program (CIP) for fiscal year 2025-2029 budget.

Recommended Action: Adopt Resolution No. 2024-52, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IMPERIAL CALIFORNIA ADOPTING THE FIVEYEAR CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET FOR FY 2025-2029 AND $22,974,600 SPENDING AUTHORIZATION FOR YEAR ONE OF THE FIVEYEAR CIP BUDGET FOR THE FISCAL YEAR THAT BEGINS ON JULY 1, 2024 AND ENDS ON JUNE 30, 2025.
